In Formula 1, the penalty points system is meant to punish the most serious or repeated offences, but it has an obvious gap: it does not always show the real level of danger on track. A driver can build up penalties without the full picture truly reflecting how unfair or risky their behaviour has been.
The problem is that the rules work in a largely mathematical way, while racing situations are all different. That means stewards often deal with single incidents, without having a tool that properly measures repeated behaviour over a longer period.
